The Minister for the Economy, SME, Energy and Tourism is launching a second call for tenders for the construction and operation of new photovoltaic power stations in the Grand Duchy of Luxembourg. The call for tenders relates exclusively to the installation of so-called agrivoltaic power stations (‘agri-PV’). The aim is for these ‘agri-PV’ power plants to deliver threefold benefits in terms of renewable electricity production, agricultural production, biodiversity and nature protection.
Participation conditions
The call for tenders is divided into three lots and five categories, each with its own specificities regarding the type of land and crop:
- Lot 1: Vertical bifacial panel power plants or Tracker (power > 100 kWp and ≤ 5 MWp)
- Category 1: Grassland used for forage or grass production.
- Category 2: Grassland used for livestock farming (including poultry farming).
- Category 3: Arable land for all crops (including special crops).
- Lot 2: Photovoltaic canopies (power > 100 kWp and ≤ 5 MWp)
- Category: Special crops.
- Category: Special crops.
- Lot 3: Ground-mounted power plants (output > 100 kWp and ≤ 5 MWp)
- Category: Grassland and arable land.
Other conditions
- Power stations on buildings are excluded, as are defined non-eligible areas.
- An active farmer must be involved in the project and hold an equity stake in it.
- A concept must be submitted outlining the agricultural project and demonstrating the improvement in the ecological quality of the area.
- Successful projects benefit from a market premium contract for the injection of the electricity produced for a period of fifteen years.
Dates and conditions
The detailed terms and conditions of the call for tenders are described in a set of specifications. The specifications are sent by e-mail to anyone who requests them at the following address PV@eco.etat.lu.
Deadline for submission of projects: 1 September 2025.
Maximum volume of power to be remunerated: Lot 1: 35 MWp; Lot 2: 15 MWp; Lot 3: 25 MWp.
Maximum bid prices: Lot 1: €130/MWh; Lot 2: €150/MWh; Lot 3: €110/MWh.
Award: To the best price; but at least two projects per category (1-5) and, as a priority, two projects ≤ 2 MW per category.
Implementation: In principle, the power plant must be built and feed electricity into the grid within twenty-four (24) months of the award date.
